ARC. SOLOMON ZOMUCHE LABAFILO (DIRECTOR PUBLIC BUILDING DEPARTMENT)
Arc. Solomon Zomuche Labafilo was born on 14th September 1963 in Diko, Gurara Local Government Area of Niger State. He attended LEA Primary School, Diko (1970-1976) and Federal Government College, Ilorin (1976 – 1981) where he obtained his West African School Certificate (1981). He proceeded to School of Basic Studies, A.B.U, Zaria (1981 – 1982) and Ahmadu Bello University, Zaria (1982 – 1987) were he obtained IJMB (A Level), A.B.U Certificate (1982) BSc. (Hons) Arch. A.B.U, Zaria (1985) MSc. (Arch), A.B.U, Zaria (1987)
In 1989, he joined the service of Federal Ministry of Works and Housing as Architect Grade I and rose to the rank of Director Architecture in 2019. He has served in various capacity as Resident Architect, Project Architect - Prototype Housing Scheme Nyanya and Karu – Abuja (1992-1994), Gudu District, Abuja and Gwarimpa, Abuja (1994-1996). He has also actively participated in the review of National Housing Policy (2006) and Participated in the evolution of the approved National Building Code (Secretariat) (2006)
In 2010, he was posted to Ministry of Defence as Assistant Director Projects were, he supervised various projects among which are;
⦁ National Defence College, Permanent Site, Piwoyi, Abuja.
⦁ NDA Permanent Site, Mando, Kaduna
⦁ Construction of Armed Forces Hospital and Medical Research, Abuja
⦁ Armed Forces Physical Health School & Games Village, Esa Oke, Osun State
⦁ Coordination of the Rehabilitation of Military Barracks Nationwide
⦁ Coordination of the Design & Supervision of New Barracks in FCT – Abuja and 5 Geo-Political Zones
In 2019, he was redeployed back to the Ministry’s Headquarter as Deputy Director (PBHD) were he Coordinated the Design & Supervision of SPU/SDG projects nationwide (2019 – 2020), Supervised Federal Ministry of Women Affairs projects and Coordinated the implementation of the National Housing Program (NHP) for North West Zone as Zonal Director, NW (2019).
He was promoted Director (Architecture) in 2019 and was posted as Director (Housing).
In October 2020, he was appointed Head of Department Public Buildings and Housing Development where he oversees the activities of the Department.
Arc. Solomon Z. Labafilo is a registered Architect with Architect Registration Council of Nigeria (ARCON), a member of the Nigerian Institute of Architects (NIA) and a Fellow, of the Institute of Construction Industry Arbitrators.
FUNCTIONS OF THE DEPARTMENT
The Department has the statutory responsibility to carry out the following functions:
⦁ Formulation and review of Federal Government policies and setting standards in the Housing Sector;
⦁ Coordinating the activities of other Government Agencies on issues pertaining to design and construction of Federal Government Public Buildings and Housing;
⦁ Conceptualization/development of brief, planning, design, supervision and monitoring of all Federal Government Public Buildings and Housing Construction;
⦁ Production of furniture layout and furnishing of New Federal Government Buildings:
⦁ Provision of Public buildings for MDAs;
⦁ Establishment of building standards and Codes for effective housing delivery and safety, in collaboration with relevant Professional bodies;
⦁ Maintenance of an efficient database on building materials and building processes;
⦁ Development of an appropriate landscape scheme, including specifications and implementation, for all Federal Government buildings;
⦁ Vetting and approving Architectural Building Plans and Specifications for proposed building development for the Federal Government and for private building development on Federal Government land;
⦁ Ensuring qualitative delivery of public buildings and mass housing through the deployment of capable and competent professionals for supervision and management;
⦁ Undertaking cost planning, control and evaluation of projects;
⦁ Rendering appropriate cost advice to Government on building projects; and
⦁ Enforcement of standards in the delivery/production of healthy, safe and decent houses.
